MINUTES
HULL CONTRIBUTORY RETIREMENT BOARD MEETING
May 30, 2017

The regular meeting of the Hull Contributory Retirement Board, duly posted to be held in the Selectman’s Meeting  Room, Town Hall, Hull, MA on the above date was called to order at 9:06 a.m. Present were, Members, J. Michael Buckley , Gregory Galvin, Brian Thompson and Retirement Administrator Lauren Durham. John Reilly and John King were absent.

In accordance with the open meeting law, the Chair was notified and it was announced that Lauren Durham was making and audio recording of the meeting.

Minutes:
Greg Galvin made a motion, seconded by Brian Thompson to approve the minutes from April 25, 2017 regular Board meeting as presented.
Unanimously Voted.

Payments:
Greg Galvin made a motion to approve and sign the Payroll Warrant for May 2017, the Bill Warrant for May 2017, seconded by Brian Thompson.
Unanimously Voted.

Mike Buckley authorized $350,000.00 to be liquidated from PRIT in order to fund May payroll on May 31, 2017.

Buyback Request:
Greg Galvin made a motion, seconded by Brian Thompson to approve the buyback request of Terri –Anne Berardinelli of the Hull Wastewater treatment facility to purchase four (4) years, eight (8) months service from 10/17/02 through 06/30/2011, when she was part time with the Town of Hull . Total buyback in the amount of 15,157.53.
Unanimously Voted.
Frances Bowler, former dispatcher for the Town of Hull until the dispatch center was consolidated into the Town of Hingham and her service and annuity was transferred to the Hingham Retirement System, requests to purchase her prior part time service with the town of Hull. Ms. Bowler is requesting the Hull Retirement Board accept the liability for this service from the Hull Retirement Board, if Hingham will allow her to purchase the service through them. Total amount of service credit is 3 years, 10 months.
Greg Galvin made a motion that Ms. Bowler petition the Hingham Retirement Board to purchase this service as advised by Board counsel, Michael Sacco. Brian Thompson seconds the motion.

Review/Discussion:
The discussion regarding Board meeting dates has been tabled until the June meeting when the entire Board is expected to be present.
The Board noted the completion of the PERAC audit for 2013, 2014 and 2015 as well as the Roselli, Clark and Assoc. 2016 audit began this week.
Greg Galvin made a motion to adopt the supplemental regulation presented with respect to Elected/Appointed officials earning less than $5,000 per year membership eligibility. Brian Thompson seconded the motion.
Unanimously Voted.

Updates:
2017 Spring MACRS conference is scheduled for June 4-7, 2017
The board received notice of oral arguments being scheduled for August 3 in the Greg Shea case.
The Board reviewed the PRIM Board update for April 2017.
The Board reviewed the Trial Balance for March 2017.
Retiree affidavits have been mailed and are scheduled to be returned by June 30, 2017.
Mike Buckley offered a brief overview of health insurance changes for retirees and active employees in the coming weeks. Effective 6/1/17 all active and retired members of the Town will see a 16% increase in their health insurance premiums.
